The EU's overhauled Pact on Migration and Asylum, a package of ten legislative acts, had already entered into application on June 12, 2026, and officials treated the Ceuta episode as an early stress test of that existing framework rather than grounds for new rulemaking. No new Commission asylum-rules proposal followed in the weeks after the crisis. The community leaned toward NO on this question, with only 33 percent voting YES across three votes, and that majority view matched the actual outcome.
