The legislation would require voters to present documentary proof of U.S. citizenship โ€” such as a passport or birth certificate โ€” at the time of voter registration. Sen. Lindsey Graham of South Carolina submitted the bill as an amendment during the Senate's late-night "vote-a-rama" session on the budget reconciliation package on June 5, 2026. The amendment failed 48-50, with four Republican senators โ€” Susan Collins of Maine, Lisa Murkowski of Alaska, Mitch McConnell of Kentucky, and Thom Tillis of North Carolina โ€” breaking ranks to join all Democrats in voting against it.
